Your HOA
The Kensington Grove Homeowners Association’s desire is to maintain and improve the value and appeal of our community. To that end, the Association has the responsibility to enforce the Declaration of Covenants and Restrictions governing our subdivision via an elected Board of Directors.

Every homeowner should be familiar with the rules, particularly before embarking on changes involving home exterior construction or involving significant modification to the home’s landscape. If you have any questions about procedures or prohibited activities, do not hesitate to contact your board.
Here are some common topics and problem areas:
- Appearance of Property
All residents are required to maintain the appearance of their property, from performing regular mowing and weeding to avoiding artificial plants, sculptures, fountains, or flags without approval of the HOA. Garbage cans should be concealed from view.
- Mailbox Maintenance
It is the homeowner’s responsibility to maintain their mailbox. This includes straightening leaning mailboxes, tightening screws and realigning parts, replacing damaged parts, and painting. Refer to Mailbox Repair for more information.
- Street Light Out
If a street light is out, please call Johnson County REMC at 317-736-6174. Provide them with the location of the light (approximate street address) and the light number located on the pole.
- Sidewalk in Need of Repair
If sidewalk repair is needed, it is the responsibility of the lot owner to have the sidewalk repaired. If there is damage to the cement curbing or a storm drain, contact the board at board@kensingtongrovehoa.org and provide the nearest address. Attach a photo, if possible.
- Street Pothole
Street pothole repairs should be directed to the Johnson County Highway Department at 317-346-4630 or email highway@co.johnson.in.us. Provide the approximate address for the pothole or broken concrete around drains. Attach a photo if you can. Reports by multiple residents can be very effective in getting the potholes repaired sooner.
- Overnight Street Parking
The Covenants & Restrictions state that vehicles shall be parked only in garages and driveways. Street parking is permitted when a homeowner has a social function. Overnight parking is not permitted on any street. That is not only a Covenants restriction, but also a Johnson County ordinance ruling.
If a vehicle is frequently parked overnight on the street, notify your HOA board (board@kensingtongrovehoa.org) and describe the situation. The vehicle owner will be contacted and reminded of the restriction.
If a vehicle is parked overnight in the same spot for several days without movement, the sheriff’s department should be contacted at 317-346-6336. They will speak to the owner, if known or available, or tag the vehicle and give the owner 72 hours to move it or risk having their vehicle towed. - Golf Carts in the Community
Johnson County ordinance regarding the use of golf carts on public streets was modified December, 2024. Golf cart use on community streets is allowed under the ordinance and they must be equipped with essential safety features, including headlights, taillights, turn signals, and reflectors. Operation is restricted to streets with lower speed limits, and carts are prohibited on major roadways. Drivers must meet specific requirements, including a minimum age and a valid driver’s license. - Home Remodeling, Landscape Changes, Swimming Pools, Fences
Remodeling that impacts the exterior of your house, including landscape changes, might require the approval of the HOA. Owners are encouraged to check the Covenants & Restrictions for specific information since some remodeling and landscape changes do not require Board approval. All homeowners are responsible for paying the annual assessment, and from time to time, any special assessment that are approved by the Board of Directors. Failure to pay such assessments on time may result in late fees and a lien against the property in accordance with the Covenants & Restrictions, Article X, Section 5. Attorney fees, if applicable, will also be the responsibility of the delinquent homeowner.
Annual assessments are due by January 31 each year and will be assessed a late fee of $30.00 per month until the balance due is paid. Late fees are a special assessment that must be paid. They are not optional. Not receiving an invoice is not an excuse for not paying.
For those who prefer, a semi-annual payment schedule is available. A 10% premium is added to the amount to be paid.
